Between running the instruments and building the plan sits the layer where most evaluations fail: telling fact from opinion, choosing evidence that actually shows something, completing the readiness form, and reading the final report for priorities instead of merely printing it.

Lesson 1

Quantitative and qualitative data

The team gathers quantitative and qualitative data from various sources inside the school, and has to verify its reliability in order to draw out evidence that is honest and actually shows a standard has been met. Reliability is not a property granted to a statement; it is the result of a check the team performs.

Quantitative data is measured: counts, percentages, scores, frequencies
Qualitative data is described: observations, quotations, documents, sightings
Telling opinion from fact is the foundation qualitative gathering stands on
